The City of Bellaire, Texas is recruiting for a Director of Human Resources. Under the direction of the City Manager, this position will be responsible for managing a department budget of $594,000 and lead a team consisting of a Senior Human Resources Generalist and a Human Resources Generalist.

The key functions for the Director of Human Resources include but are not limited to: Policy Development and Legal Compliance, Employee Relations and Engagement, Training and Development, Compensation and Benefits Administration, Talent Acquisition and Recruitment, Budget Management, Personnel Management and Administration, and Risk Management and Compliance.

The next Director of Human Resources will align HR initiatives with the City's strategic goals and core values to ensure a productive, thriving, and healthy workforce and position the City of Bellaire as an "employer of choice." The ideal candidate will be an articulate, engaging, and decisive professional with political acumen, situational awareness, and an employee-centric mindset to convey HR policies, collaborate with leadership and external partners, support staff well-being, and manage multiple projects under pressure.

This individual will be a strategic partner who understands emerging HR trends and best practices in talent management, employee engagement, diversity and inclusion, and organizational development, with proven experience developing policies and employee handbooks to ensure compliance with EEOC guidelines, FMLA, ADA, FLSA, OSHA standards, and all federal, state, and local employment laws.

Candidates will need to possess at least a bachelor's degree from an accredited college or university, and an equivalent combination of education, training and experience will be considered. Candidates will also need to have 8-10 years of previous relevant work experience in human resources, preferably in local government, which includes at least 3 years of supervisory experience. In addition to possessing a driver's license, the City would prefer that candidates have the IPMA-SCP and/or SHRM-SCP certification.
